On Wednesday, December 10, 2014, of Silver Spring, MD. Beloved husband of Charlotte Traylor-Waters; father of Lori and Shawn; brother of Carl, Bobby, Phil, Kenny and Mike Waters and Kathy Parker. Also survived by four grandchildren. Relatives and friends may call at Collins Funeral Home, 500 University Boulevard West, Silver Spring, MD, (Valet Parking), Wednesday from 7 p.m. to 9 p.m., where Funeral Service will be held on Thursday, December 18, 2014 at 1 p.m. Interment private at a later date.
